I was under the impression my Apple TV was a router boarder and was able to relay a signal in this case extent the wifi signal . This isn’t happening ? Have I misunderstood how the thread network work ? I have a gateway router plugged into the NBN box , that has a mesh system . My nano leaf bulbs are also coming up as router leaders which I don’t understand , please help

Thread networking only applies to thread compatible devices. It works alongside the Wi-Fi network, as (simpler) alternative to Wi-Fi. Many smart thread-enabled devices relay for thread signals (thread router, orange pentagon in image); Apple TV is intended as a Border Router device (black square in image), bridging to e.g. Wi-Fi so that further communication through the home network router is possible.
A Border Router is a device that is able to route packets to and from the Thread mesh. This routing happens between the Thread mesh and any other IP-bearing interfaces like Wi-Fi, Ethernet, and Cellular.

For HomeKit/Matter devices that do Thread but not Wi-Fi, then the Thread-enabled Apple TV box (or any other border router) bridges that gap between Thread and Wi-Fi, to allow communication to Wi-Fi devices (e.g. phone) and to the internet/iCloud (scenes, automations).
The Apple TV does not extend or relay WiFi signals.
So the tv only extends the signal( wifi in this case ) to other mesh enable devices ? So my tv could extend the signal to my nano leaf bulb . Instead of my bulb connecting to wifi it connects to my tv right ? That then send the signal to the wifi ?
