Why isn’t Apple Intelligence supported on iPhone 15 it has the Dynamic Island and the a 16 chip

Dynamic Island isn't related to Apple Intelligence, and the chip is not paired with enough RAM. The iPhone 15 has 6 GB of RAM, while Apple Intelligence requires 8 GB at a minimum.

Because it does not have the hardware necessary to run it.

That hasn't changed in the 2 years since that model was released and it's not going to change.
