Cant put my passcode (IPHONE 11)

After a failure to update IOS to latest version for my Iphone 11 due to a loss of battery, my Iphone is currently locking me in the "hello" screen that appears when you are setting up, trying to unluck it in makes the passcode screen appear briefly but not stay open, I've forcebily shut down the phone using up volume, low volume, side button a couple of time but it is still not working, what can I do?

If the install was corrupted during the install due to the loss of power, I would recommend to use a computer to Factory Reset, where that can be used to install the OS again. If you do not have a Mac or PC, then it can be done at an Apple Store.

It certainly is possible. When the update is interrupted for any reason, that is likely to cause data corruption that may even include not being able to start up the phone. The solution would be the same to use a computer to restore the OS, whether that is done by you or going to the Apple Store to use a computer there. You can Factory Reset on your device without a computer, but that will not Restore the OS, and that is what you really need to do.
