On my home screen i have three pages. When i download new apps they come on the middle one which is the 2nd and when I unlock or power off then power on, the phone always shows the 1st page. Is there way to customize this?
I'm going to guess the second page of apps, is not full as you've moved some of the apps which could fit on the second page to a third page. Is my guess correct? If yes, what you're seeing is what you'd expect and there is no setting to change this. And yes, when you power the phone in, it will open to your first page of apps. Again, this can't be changed either.

Perfectly normal behavior, as lobsterghost1 explained, but why do you power the phone off? It should only be done to clear a problem.
Update: I filled up my 2 page so that causes new downloads to come on the 1st page. Yeesh
It is mostly for a refresh and I don't always do that. Sometimes if I open the phone(normal button press open), it resets to opening the first page instead of my 2nd. Anyway, I know i could be sounding picky but is there a fix?
I made my most apps my first page now. And the second page and third page has 2 rows complete now. I just downloaded a new app and IT CAME ON THE MIDDLE PAGE which is the 2nd
If you mean the home button, normal operation is
First press - go to the home screen that you last visited to open the current app.
Second press - go to first home screen.
