Why does WhatsApp show message delivered when iPhone data and Wi-Fi are off, and Mac app is closed?

Why does WhatsApp shows message delivered even when iPhone Data and Wifi turned off and WhatsApp on Mac is completely closed? (I checked my linked devices too)
