HDR videos require internet even though keep originals is selected on iCloud

I have an iPad 9th generation with iCloud turned on for photos (and videos) with the option “download and keep originals” selected because I want to be able to access my photos and videos anytime without worrying about being connected to the internet. When I turn wifi off on my iPad, I am still able to see my pictures and older videos. However, when i try to watch an HDR video, I get an “!” and it says I need to connect to the internet. Why is this happening? I chose the option to keep the original on my iPad. It should not need to access the internet.

Although you selected "Download and Keep Originals," the "!" error appears because your iPad has not actually finished downloading the massive HDR files from the cloud to your local storage yet; the setting is merely a request that the device fulfills over time, not an instant action.

This delay often occurs because background syncing is paused to save battery or data, particularly if "Low Power Mode" is active or if the device hasn't been idle long enough to process the large files. To fix this, scroll to the bottom of your Photos library to check if syncing is "Paused" and tap "Resume," or force a specific video to download immediately by tapping "Edit" and then "Cancel" once the full-quality video loads.

To ensure your entire library is available offline in the future, disable Low Power Mode and leave your iPad connected to power and Wi-Fi overnight so it can complete the full download index without interruption.
