Why cant i watch my gallery videos offline?

It comes up with I need wifi to watch them

HDR videos require internet even though keep originals is selected on iCloud I have an iPad 9th generation with iCloud turned on for photos (and videos) with the option “download and keep originals” selected because I want to be able to access my photos and videos anytime without worrying about being connected to the internet. When I turn wifi off on my iPad, I am still able to see my pictures and older videos. However, when i try to watch an HDR video, I get an “!” and it says I need to connect to the internet. Why is this happening? I chose the option to keep the original on my iPad. It should not need to access the internet. Thanks in advance

Unable to cast videos from Safari and Chrome to Chromecast Safari and Chrome browser doesn't show in the "Local network"-list. How can i force this to happend? Because of this, i’m not able to transfer videos from any of the the browsers to Chromecast. [[Edited by Moderator]

One reason could be if you are using the Optimize iPhone Storage option of iCloud Photos on your phone and the phone had a some point decided it needed to save storage by kicking the full video off the phone and keeping only a thumbnail image. That would require downloading the full video from iCloud using a network connection (either wifi or cellular, depending on settings).
