There are limitations to the 24 MP setting. Certain modes such as Macro, flash, Night Mode and Portrait Lighting will always be in 12 MP.
Have you enabled 24 MP in settings? Please follow this path,
iPhone > Settings > Camera > Formats > Photo Mode > 24 MP
