How do I fix 'There was a problem opening iCloud Notes' on my computer?

I repeatedly get the message "There was a problem opening icloud notes" on my computer. This just happens with Notes, too. Everything else works just fine. What does it mean?

Fix:

Turn Notes off/on in iCloud
Delete the local Notes cache:
%APPDATA%\Apple Computer\MediaStream\Notes
Sign out/in of iCloud for Windows
Approve the device if using Advanced Data Protection
Reinstall or repair iCloud for Windows if needed

Your Notes in iCloud are safe — only the Windows cache is broken.
