Unexpected LNS Resource Manager folder

I just noticed a LNS Resource Manager folder in my iPhone files folder. I did not install anything and am on the newest iOS. Also noticed that my cell signal will show disconnected when I visit anything google but my icon plainly shows full service and wi-fi. Does anyone know exactly for a fact what this is and what installed it?
