You might want to consider using a computer to perform this, as it would be more user-friendly doing so. Just eMail the picture to yourself, if not available on the computer. Then, download it from your eMail account. Or, do so through iCloud Photos: https://www.icloud.com/photos

How are you trying to change your Apple ID Picture? Follow these steps

• open Settings and expand your Apple ID name
• click on Personal Information
• There you should see a circle for your picture and Edit option below that. Click on Edit.
• There you should have option to take a new picture or choose one from photo app or emoji or draw a pic or Memoji or something under the More option.

If you were unable to change your profile picture on your iPhone, you can also do so on icloud.com. Once you are logged in, tap on your profile picture and select "Change Apple Account Photo"
