"permanently locked iCloud account: I just got off the phone to apple support regarding an old iClouds account that I wanted to try recover some photos from. Apparently, it's been permanently disabled without my knowledge. Has anyone else had this happen and if so, was there absolutely nothing to be done about it?"

Troubleshooting Lost of Data:
It is gone, if not backed up. So, look in a place would would have backed it up. Elsewise, it is gone. This is something you would have agreed to, upon opening an Apple Account.
Locating Lost Photos and Videos:
I. Enable Photos and Contacts in iCloud:
On the iPhones, enable Contacts in iCloud.
On the iPhone:
- Go to: Settings
- Tap: Your Name (Top Item)
- Tap: iCloud
- Tap: Photos (so that it is green)
- Tap: Contacts (so that it is green)
II. Troubleshooting Deleted Photos:

Go here, and see if they reside in iCloud: https://www.icloud.com/photos
