Did you already try to reset the iPhone to factory settings, to rule out, that the iOS software caused the issue?
To rule out defective data from the backup, set it up as a new device and test your iPhone after that, using the default apps and not installing 3rd party apps at this point.
If the phone works again, restore from the latest backup and test again.

it still does the restart thing
That is a hardware issue.....battery or motherboard. Make an appointment at the Apple Store / Genius Bar or take the phone to an authorized Apple service shop.
You can find a list of authorized shops in your area using this link:
You can also disable the Activation Lock on the web:

But it looks like you will have to get it servcied by Apple or an Authorised Apple Service Provider:
It doesn't let me do that although I managed to delete all the 3rd party apps from it, it still does the restart thing and its becoming a big issue I cannot restore the backup or factory reset the phone because it just restarts halfway through that and then I have to wait for the security delay to popup and start it again I also cannot turn off find my to restore any of my past backups either because of the security delay issue the phone was in perfect condition and just randomly started to restart every 30 seconds to 3 minutes, I don't know what is a factor in how long it stays on before it restarts but it wont matter if I don't use it when it turns back on the time varies in that range no matter what.
