Can I see payments that didn’t go through?

As the transaction didn't go through, it may not appear anywhere.

If you haven't already: You can check if the unsuccessful transaction appears in your purchase-history:

or

For cards using Apple Pay: View your account balance and transaction history in the Wallet app - Apple Support

Sometimes scammers may use communications that look like they are from Apple to gather information, and anything like that that resulted in a fraudulent use of info, would likely not make it into Apple's records at all, as Apple wasn't actually involved in any way.
