Markup tools not available on my 4th generation iPad Pro when working on PDF file.

I no longer have markup tools when working on a PDF file….. I’ve been using these tools without issue… until today. When I call the markup tools, the markup icon indicates they are available, but the do not appear on the screen. I still have markup tools in photos and in notes — just not with pdf files

my machine is iPad Pro (12.9-inch) (4th generation) and I am running the current version of iOS, iPadOS 26.1

I’ve restarting the machine … to no avail.

Thank you. I discovered the issue occurred because I was opening the markup tools on a white background. The tools were minimized and opened as a white circle. They had been there all along. I just couldn’t see them.
