If a person has a iPhone 8 and I have a 15 plus if they have me blocked will it say delivered like the new updated phones?

It doesn't matter what phone they own. It doesn't matter what iOS version they have. It doesn't matter if it's an iPhone or some other manufacturers phone. If someone blocks you, you will never be informed you've been blocked. There is NO WAY to tell. Whether a message says delivered or not doesn't mean someone who has blocked you got the message. Blocking someone is a personal decision. If they don't respond to you, they've either blocked you or don't want to respond to you.

We can't make it any clearer that there is NO WAY to know if you've been blocked.

Alternative possibility: Apple can be good at making this all look and work the same whether blocked or nitot, and the connection is actually not blocked and the recipient “merely” collecting evidence for a potential legal case.

Or more succinctly: if you believe you might be or are blocked, stop sending unsolicited messages.
