HOW do I block numbers by manually entering them on my iPhone 16e (iOS 18)?

I have been unable to find instructions in Apple documentation or anywhere else as to HOW to block numbers by manually entering them on my iPhone 16e (iOS 18). I've been led to believe this is possible. Can you please point me to reliable instructions or share them if you know? Thanks.

Open the Contacts App, add a new contact, enter the number and save it by tapping on the checkmark. Once done, scroll to the bottom of the contact and tap on "Block Contact" to block it.

Enter a number as a new contact, then block the contact, would seem the simplest solution.
