How do I reduce system data storage on iPhone to update?

I can’t update my phone because my storage is too full. The system data is taking up more than half of my storage and I don’t know how to remove it. I’ve cleared my caches, deleted a ton of photos and restarted my phone. Not sure what else to do.

Three steps:

1) Start with a backup! Refer to Backup methods for iPhone or iPad - Apple Support

2) Erase the content on your device. Refer to How to factory reset your iPhone, iPad, or iPod touch - Apple Support

3) Restore your device from your backup. Refer to: Restore your iPhone, iPad, or iPod touch from a backup - Apple Support
