Hello, I am wondering if one of these chargers are fake/counterfeit? They are both listed as “A1400” chargers.

There is no way to know that, because fakes have the same external look as genuine. Here are two videos explaining this:
The only way to know if an Apple power supply is genuine is to buy the product from an authorized Apple dealer.
One of your chargers.......the one with the burn marks.....should be replaced immediately.
