Lost Apple ID password, can't cancel subscription

I am trying to help my brother. He had an iPhone, with an Apple ID etc. He lost his mobile, replaced it with an android and got a new number. We have since found out he has an ongoing subscription payment that can only be cancelled via his Apple account. He doesn’t remember his password. We have tried all the steps to gain account recovery. We have the Apple ID email and it says we will send a code to the phone number, we say can’t use this phone number, so it says we will sent it to the Apple ID email (which is iCloud) but the problem is he needs his password to access that email account. I say we can’t use that email but it says within 4 days you will be contacted to the ‘Apple ID email’ but again we can’t access it. Feels like we are going round in circles and I don’t know what to do to help

If you find you can’t sign in, reset your password, or receive verification codes, you can request account recovery (get Apple’s own instructions in this article: How to use account recovery when you can’t reset your Apple Account password - Apple Support ) to regain access to your account. Account recovery might take a few days or longer, depending on the specific account information you can provide to verify your identity. One tip to using account recovery it to look for options in small blue letters beneath the normal log-in items if you cannot complete the requested information.
