iCloud sync stuck loading after password change

Im syncing my phone to my ipad, and I changed my Icloud password on the way. When I finished logging I waited for it but its been loading for almost 5 hours. I need help..

iCloud passwords & Keychain is not syncing to my iPhone My iCloud passwords & Keychain won’t sync to my phone ? The wifi is on, but it just won’t sync to my phone. Is there a solution ? When I want to turn on “sync this phone”, it’s loading and then nothing happen, it stays off. As we can see on these screenshots, I have tried to turn on the button, waited for two minutes, just for it to not turn on and stay off. Can someone help me please. [Re-Titled by Moderator]

Fix:

Sign out of Apple ID on the stuck device
Restart and sign in again
Approve any prompts on both devices
Turn all iCloud services OFF and ON again
Ensure strong Wi-Fi
Reset Keychain if needed

This resolves 99% of cases.
