If the transfer process has stalled, you may need to perform a forced restart of the iPad:
Force restart iPad - Apple Support
After restart, you may need to start the transfer process again.
During the transfer process, keep both devices connected to their respective power adapters at least until the transfer process has finished. Doing so will keep the iPad's WiFi radio active throughout the transfer process.
