Getting your Photos:
If your number belongs to someone else (a government-owned device?), then you'll have to go through them. As for your Apple Account, you can re-associate this to another location, but, just know that all of your purchases from the App Store and the iTunes Store will be gone. So, if you need to get in, it seems you need this permission, as Two-Factor Authentication is not an option in Iran. Elsewise, it's a matter of recovering then from an external source.

Recovering Deleted Photos:
Loss of data is something you would have agreed to upon opening an Apple Account. So, if the following does not work, then they are gone. That's just the way it is :(

B. Check Recently Deleted:
For iOS16 and later, you can check the Recently Deleted option on your iPhone.
C. Check iCloud, Directly:
For Photos: Go here, and see if they reside in iCloud: https://www.icloud.com/photos
D. Restore your iPhone from a Backup:
Have any backups of this iPhone prior to this occurrence? If so, restore your iPhone from one that has these photos (the most recent backup, ideally). If not, then take this as a learning experience, knowing to always back up your device for recovery purposes. Important: Back up you iPhone prior to performing this restoration, should anything go wrong from here on out.
