If the Apple Account still exists, but it is an "old Apple Account" that you have not used for a while, any deleted photos in it are probably already gone.
When you delete a photo from iCloud, or from the main Photos library on a device using iCloud Photos, you will normally have a 30-day grace period to go into the Recently Deleted folder, and recover photos. After that, the photos become permanently deleted, and you can't get them back.
If this is an old Apple Account that still exists, but has been inactive for more than 30 days, every photo that is In Recently Deleted will have been permanently deleted.
If, on the other hand, you are trying to say that you deleted the Apple Account itself, see the previous answers – which indicate that your photos would also be permanently gone.
