Allow random keeps popping up iPad 9th edition

How do I stop “allow random” request on the screen when starting? The website address given cannot be found. There are too many apps to figure out who is responsible. The minute I tap the screen it disappears. I’m afraid to tap obit for fear it will be accepted as “allow” it’s like an itch I can’t scratch.

It’s a Safari website asking for notification permission. Turn off Safari notifications, clear Safari website data, and the pop-up will stop appearing. It is not malware and nothing harmful is installed.
