Personal Hotspot isn't working after updating to iOS 26.1

My phone is an Apple iPhone 13 mini. After updating the operating system, Personal Hotspot isn't active and I can't seem to enable it. Restarting the device and resetting cellular network settings didn't help.

Hotspot issues after an update are most often caused by missing carrier settings. Update your carrier settings, sign out/in of iCloud, check APN values, enable “Maximise Compatibility,” and contact your carrier to re-provision tethering if necessary.
