Need to Wipe My Phone

Received an iPhone 13 that appeared to be wiped but when trying to set it up it keeps asking for the passcode to the previous owners Apple ID which I have no way to get. How do I completely wipe this phone?

Return the phone and ask the previous owner to go though the steps in this Apple Support document and then let you know when this has been done, so you can pick up the phone again and set it up as your own.

If the former owner is unwilling to do this, or they have disappeared, unfortunately the phone is going to be useless to you.

Then the phone is useless, even if you reset the phone to factory settings to remove the passcode, you'll run into icloud activation lock and can only be removed by the previous owner.
