Can I dispute a charge on my Apple Pay?

i purchased some things online with Apple Pay and never got the merchandise

Certainly, contact the support team at the bank that issued the payment method (credit/debit card) and dispute the charge/payment.

Apple is not a bank. Apple’s branded Mastercard credit card was issued by and is managed by Goldman Sachs Bank. Contact Goldman Sachs Bank to dispute a charge.
