Photo's app on mac won't play my videos

You didn't say what OS you are using for this.

Are these isolated video files, which Photos isn't designed to work with? Or are they in your Photos Library?

Are you saying that the Photos Library is on an external drive? To avoid damaging the Photos Library an external drive must be formatted in either APFS format or Mac OS Extended (Journaled) format. The drive must be connected directly to the Mac by cable, not networked, clouded, NASed, etc. Additionally, the drive can not have had Time Machine on it since it was formatted. There have been so many problems with using incompatible drives that the newest macOSs won't even allow a Library on a non-Mac formatted drive to open, since there is a chance of damaging the Photos database. If this drive is in a an incompatible format, stop running Photos with it immediately! A Photos Library can sit on an incompatible drive, but running it may corrupt the database.

Video codecs are really flaky, and they change without notice. The extension .mov doesn't always mean the same thing. You should try an app desinged for video, like the free VLC that comes close to working with everything. You may also be able to change the format of a video to one that other apps recognize.

I see you said that about the export in your original post. Is this even for File>Export>Export Unmodified Original? Perhaps the original file isn't there…

The image capture dates are contained in the metadata that comes along with the picture files. File managers like Finder don't pay attention to that, but Image managers like Photos use the metadata for the dates it shows.

It may be that your recovery method stripped the metadata-- this is common for systems that try to maintain your privacy when you share pictures. If you can find the original picture files, then you can import them into Photos, and they should have the dates.

Another possibility is that the restoration process didn't go through a normal import routine and save the metadata to the database, so the database just didn't get the information.

You can check the pictures you have, if you want, by exporting some using "File>Export>Export Unmodified Originals." Then you can use the handy and free(!) ExifReader Tool app to read the metadata on those pictures. It looks like this:

You can see the File Date at the top, and the Create Date further down. So you should see if your Originals have that metadata intact.

"Similar" doesn't mean the same, and so it's hard to know what to say. Perhaps you should open a new thread with your own situation. Be sure to include lots of details like those you find in this thread. For instance:

• What model is your Mac?
• What macOS does it use?
• Have you re-started your Mac?

• …Do you see all your Mac’s Photos  pictures at iCloud.com?
• …Have you checked to see if the Apple Account is really really the same on the Mac and at iCloud.com?
• …Do you have more than 10% free storage on your iCloud account?
• What is your storage on this Mac? At System Settings>General> Storage, my Mac says 745 GB of 1TBB used. What does yours say? Is your  free storage on your Mac less than 10%?
• Can you enter Edit mode with your videos?
• Can you export your videos?
• Do you have a backup copy of your Photos Library?
• Have you tried
• Has this problem always existed, or did it just start? Can you think of anything that changed that might affect your device?

OK--good. I think you should export some videos and see what VLC (or Handbrake, also free, and more mac-like) does with them.

If the originals aren't there, then you just have to find them in your backups. Often, for pictures whose original is not available, Photos will not go into Edit Mode. In Tahoe I get this:
