I am having an issue with sending texts to android phones. If the message hasn’t been sent complete I get the error exclamation when I send another message. I turned phone off, cleared cache don’t use a vpn it only happens when sending to an android or google phone.
anyone having this issue?

Sending SMS is based on your mobile/cell signal - which fails or tend to be slower where there is weak mobile/cell signal reception. Messages (iMessages) use data/wifi.
To test, try to turn off your mobile data and wifi and send via SMS to any other iPhone, bet that it behaves like what you are describing when sending to android/google phone.

PS. Possible solution is to turn on Airplane mode, wait a few seconds and turn it back on - if the mobile/cell signal improves, sending via SMS will improve as well.

Actually, SMS works fine with just a weak cellular signal. It will go through when nothing else will. I suspect the issue is RCS messaging.

This will only work if the person 1) has Settings>Apps>Messages>Send as SMS enabled and 2) they also turn off WiFi.

Are these SMS messages or RCS? Although both are green, they work differently. Try disabling Settings>Apps>Messages>RCS Messaging>RCS Messaging>Off.
