How to share iCloud Drive files with non-iCloud users?

👋 Looking for some iCloud help please. I’m trying to share a folder from my iCloud Drive with a colleague. When I try to share a link and add a person I get a pop-up saying ‘Couldn’t Add People - A link couldn’t be created for you to share. Couldn’t communicate with a helper application.’ Is this because my colleague doesn’t have iCloud? Has anyone come across this? Help would gratefully received. Does this mean I can’t share files with people who don’t use/have iCloud? Is there any other way to share files from my iCloud Drive with people who do not have iCloud?

You don't have to have a Mac to use iCloud, but you have to have iCloud to share. For Windows users:

Not being a Windows user, I'm not sure of the limitations. There's this:

I can't figure out if you have to give Apple money in order to use the link, though…
