Because it is a bidirectional adapter, you can also use it to connect new Thunderbolt 3 devices to a Mac with a Thunderbolt or Thunderbolt 2 port and macOS Sierra or newer.}
It will only allow Thunderbolt transfers when using Thunderbolt 2. As @Servant of Cats mentions USB transfers are not supported.
Thunderbolt 2 did not support the USB protocol.
Thunderbolt 3/4 do support both Thunderbolt transfers and USB transfers if using the proper cable & adapters.

The problem is that the USB-4 port has no internal controller, and to connect Thunderbolt 2 at most they can use is up to USB-C version 3. The only Macs that support USB4 transfer modes are Apple Silicon ones. The 2013 Intel-based Mac Pro does not have support for USB4, a version of USB that was released on August 29, 2019.

The Mac Pro 2103 has six thunderbolt-2 ports, but adapters and docks are no longer available for devices like drives. So those six ports tody are only useful for displays.
To connect an external drive to the Mac Pro 2013, use an adapter to one of the USB ports.
The English product description page for that adapter links to this Support article.
About the Apple Thunderbolt 3 (USB-C) to Thunderbolt 2 Adapter - Apple Support
“This adapter is bidirectional, which means you can use it to connect Thunderbolt 3 devices to a Mac that has a Thunderbolt or Thunderbolt 2 port. In that case, the Mac must be using macOS Sierra or later, and the device using Thunderbolt 3 must provide its own power.“
Thank you, it is great help (although this adapters are not so expensive - your advice is great help, punktgenau)
Wenn Sie dieses meinen, dann ja, es ist kompatibel und kann mit externen Laufwerken verwendet werden.
____
If you mean this one, then yes, it is compatible and can be used with external drives.

No, it is not possible. The USB4 / Thunderbolt ports on Apple Silicon Macs support both USB4 and Thunderbolt, but I know of no adapters to go from Thunderbolt 2 to USB4.

This adapter doesn't receive power over Thunderbolt, so you can't charge your Mac by connecting the adapter to an external Thunderbolt display or other device that delivers power over Thunderbolt.

About the Apple Thunderbolt 3 (USB-C) to Thunderbolt 2 Adapter - Apple Support
Charging the Mac is not an option, nor something anybody suggested could be done. The real question is whether it delivers power out to a device from the Mac. But if it does not, you should be able to supply power through a dock / hub, or if the device has its own power source.

Yes, except that the OP was asking about connecting USB4.0 Gen3 gear, not about connecting Thunderbolt 3 gear.
USB4 is a different protocol than Thunderbolt 3, even if both run over USB-C connectors. Apple does not claim that the adapter translates between Thunderbolt 2 and USB4.

~ Danke!
As I understand it, that Adapter can not supply power to Bus-powered drives when used in that direction.
