It will only allow Thunderbolt transfers when using Thunderbolt 2. As @Servant of Cats mentions USB transfers are not supported.

Thunderbolt 2 did not support the USB protocol.

Thunderbolt 3/4 do support both Thunderbolt transfers and USB transfers if using the proper cable & adapters.

"Hello everyone,

The problem is that the USB-4 port has no internal controller, and to connect Thunderbolt 2 at most they can use is up to USB-C version 3. I've already tried to turn on several docs and without result. I even thought that my Mac Pro 2013 the IO was damaged and changed it for a new one, and the problem was not the IO but the incompatible versions for this model."

The only Macs that support USB4 transfer modes are Apple Silicon ones. The 2013 Intel-based Mac Pro does not have support for USB4, a version of USB that was released on August 29, 2019.

The English product description page for that adapter links to this Support article.

About the Apple Thunderbolt 3 (USB-C) to Thunderbolt 2 Adapter - Apple Support

“This adapter is bidirectional, which means you can use it to connect Thunderbolt 3 devices to a Mac that has a Thunderbolt or Thunderbolt 2 port. In that case, the Mac must be using macOS Sierra or later, and the device using Thunderbolt 3 must provide its own power.“

If you mean this one, then yes, it is compatible and can be used with external drives.

Such an adapter is sufficient: Thunderbolt 2 adapter for Apple devices, data transfer cable"

No, it is not possible. The USB4 / Thunderbolt ports on Apple Silicon Macs support both USB4 and Thunderbolt, but I know of no adapters to go from Thunderbolt 2 to USB4.

The Apple Thunderbolt 3-to-2 adapter can be used to connect a powered Thunderbolt 3 device, such as a Thunderbolt 3 dock, to a Thunderbolt-2-equipped Mac. It cannot be used to

  • Connect bus-powered devices (such as bus-powered drives)
  • Connect USB4 equipment
  • Connect Thunderbolt 4 or 5 devices (backwards compatibility doesn't extend that far)

Yes, except that the OP was asking about connecting USB4.0 Gen3 gear, not about connecting Thunderbolt 3 gear.

USB4 is a different protocol than Thunderbolt 3, even if both run over USB-C connectors. Apple does not claim that the adapter translates between Thunderbolt 2 and USB4.
