How to make a full recovery of my personal account and secure it from happening again

Yes it seems that someone else has and is remotely connected to my iPhone and iCloud account and has changed my personal information and account and has restrictions as well so I'm not sure how to fully recover my personal information and secure my account

For additional information, you will need to provide some more details. There is no such thing as a remote connection to your iPhone, although your Apple Account may be compromised if you inadvertently gave someone your Apple Account Password. With two factor authentication on your account, that would also require the verification code sent to your Trusted Devices or Trusted Phone number previously set up on your account.

With access to your Apple Account, someone can change data that you stored in iCloud and that would sync back to your device where those changes are reflected, but that does not mean someone has access to your device or remotely connected to it.
