Sorry you haven't gotten much response, and I don't do enough video to help, really. Do these videos display correctly on a computer? Or at iCloud.com, if you use iCloud Photos?
We don't get much control over HDR on the phone. What happens if you turn off "View Full HDR" in Photos?
While I love Photos for my pictures from my Nikon and my phone, I'm not sure Photos is always the best tool for Video. If you save the video to Files, can you use Preview or VLC to view the video?

Tried a few times but still it’s there … and it is replicated on the second iPhone 17 pro max I have on different videos. So it is not device related, it has to do something with the software or memory deficit to adjust the screen refresh rate while displaying 4K 60 fps videos
