control center and settings inconsistency

turning off hotspot sometimes greys it out in the control center and sometimes when i use mobile data and try to open hotspot it's greyed out then when i open it from options it should typically be white and say discoverable but for me it's still grey and it say hotspot on in settings this has been going on for a long time sometimes it shows up as discoverable but off in setting
