Solved! Thank you for the suggestion about sliding it left! That worked. I had tried that before but from my locked screen which didn't get rid of it. Pulled down the notifications from the home screen and I was able to clear it. Yeah! Thank you everyone!

Is the alert coming back after you swipe it away and delete it?
No it’s a totally legit NWS weather alert.
