Unable to drag and drop files to iPad quick access bar
I just got an iPad recently, and I can’t figure out how to put files on the quick access bar. I try to drag and drop them to the bar, but nothing happens

You can only drag icons to the left-side of the separator shown on the Dock.
To the right-side you will see recently opened Apps and, if configured in iPad settings, the App Library. Depending upon the size of your screen and installed version of iPadOS, there may be a maximum number of App icons that can be installed in the Dock.

Press on them and when you see a minus sign (see screenshot) drag them to the iPad quick access bar. Once you are done placing the app in the bar look for the "Done" in the top righthand corner.
