I’ve recently updated my phone to ios26.
I’ve just tried to contribute to a GoFundMe page and PayPal wasn’t offered as a payment option.
However, on my iPad (which hasn’t been updated to ios26) PayPal IS a payment option.
I’ve had the exact same issue when trying to setup my Esso fuel app.
I’ve tried different web browsers and switched off my VPN.
Both devices are on the same Wi-Fi network. The only difference is ios26.

PayPal may not be an available option on an iPhone which has a VPN installed (whether used or not). iOS devices simply do NOT need nor do they benefit from having a VPN at all. Most banking sites or ones with payment options may be blocked if the phone has a VPN (again, whether it is used or not).
The first thing I'd to is remove the VPN profile completely, then remove any VPN apps, then restart the phone and see if you can then access VPN as a payment method.

Switching off a VPN is not the same as removing it. Connection issues for API checks and region checks are still possible even with it off. First try removing it and try again.
