If what you've tried hasn't helped, the next steps, in order from least to most extreme, would be:

Reboot

Reset All settings

Erase and restore from backup

Erase and set up as a new device.

Try to only download podcasts for the duration you need to read them. Subscriptions can automatically download them to your phone and you should avoid that. Podcasts will be available online probably for ever.

You don't visit a public library and never return the books, the house would get full.

Quick clean out? - uninstall the app and lose all the data, offloading will not help very much.
