Got a brand new mac mini today but after doing the initial set up and trying to configure a portable SSD as the storage drive, I get the following error message when i try to log in: "You are unable to log in to the account"...." at this time. Logging into the account failed because an error occured."

No, disconnecting the ssd made no difference. I solved the problem by doing a factory reset, reinstalling MacOS Sequoia, and following different instructions for setting up the ssd as the main drive: https://youtu.be/aWm4WmKI4HM?si=ZAmqzo2mNJtJeinw

You haven't supplied much info for other users to help you. Can you login to your new Mac mini with the external drive disconnected?
