To my knowledge, in regard to iPad, no announcement has been made by Apple as to the release date or licensing model for Pixelmator Pro.
Contributors here are all end-users, just like you. Other than the site Moderators, Apple neither monitors nor participates within these user forums. Other than publicly released information, contributors here have no more access to information than yourself.
Until such time as additional information in publicly available, this likely being when the App is eventually released, we have no idea whatsoever if your existing paid licence for Mac will also cover iPadOS. The existing Pixelmator App for iPad (not Pixelmator Pro) is separately licensed from Mac.
