Sir not responding to Hey Siri with an audible response.

1. Settings > Siri > Siri Responses > [Choose the way you want] --> Pic 1
2. Settings > General > Accessibility > Siri > Type to Siri [Disable] --> Pic 2

Have you shutdown & restarted the iPhone ie power off/on...

While the perimeter lights are lit, press the up volume button. several times if necessary. The volume buttons only affect Siri when it is active.
