No such thing as a Private Relay account.
Private Relay simply obscures your details when web browsing but is not an actual account in and of itself. Private Relay is Apple's interpretation of a VPN, it takes your browser data and identification info and separates them so no party, not even Apple can see both sides of a request when you browse the web and access a website.

What exactly are you trying to do?
Are you perhaps referring to a Hide My Email account? This creates a separate email address when you create an account on a website, that redirects email to your default iCloud email address. The website gets the "fake" email address so does not know your real one. This also is not a separate account. It's part of your normal iCloud Account.
