iCloud Private Relay location stuck

iCloud private relay is stuck on the same location even after forgetting and reconnecting wifi, restarting my phone, etc. No matter what I do, I cannot get it to connect to a different location. This has been ongoing for months, even after installing the last two iOS updates.

You can change the location of iCloud Private Relay by going to Settings > your name > iCloud > Private Relay > IP Address Location > then choose between general area or time zone. Note that this doesn’t affect where you appear on a map when apps ask for your location. Can you share more about what «stuck in the same location» means?

In my testing, Private Relay selected a different address for opening the same tab in regular and private Safari within a few seconds of each other.

You can check your IP address by going to https://4.zv.ax and making sure it starts with 172.224, 172.225, or 172.226. If you’re using a different browser than Safari, Private Relay isn’t supported for it. Also check that Limit IP Address Tracking is turned on in your network settings. I’ve had this happen to me a few times.

Changing this setting has no effect. This is the problem. "Stuck in the same location" means exactly what it sounds like. The private relay is supposed to select an IP address and location depending on the setting you mentioned, but it keeps selecting the same one every time (even after disabling private relay, rebooting my phone and re-enabling private relay.) I have it set to time zone and it used to switch between a bunch of different locations across several states, but now it always gives me the same one.
