Is Firefox browser a known developer to Apple?

My MacBook Pro settings mentions the following:

Allow applications from: App Store and known developers

Yet, after downloading the Firefox for Mac browser, I get a popup with nothing to click on, or no install button. I do not understand.

MacBook Pro 16″, macOS 26.2
