I took a picture and when I tried to crop the top portion only, the entire perimeter of the picture was cropped. I want to keep it as a landscape view, but after the cropping, it's similar to a portrait view. Why is this happening? How do I fix it the way I want to? Thank you in advance.

If you just want to crop freely, then you should choose Freeform
After you've chosen the Crop tool, you can tap the "Aspect Ratio" icon at the top, and then you can choose to keep the same original aspect ratio, or Freeform, or 16x9, or whatever you need. On the left side you can select if you mean 16x9 or 9x16 for horizontal or vertical.

On the iPad: after activating crop tool click on the three dots at the top right side, then choose unlock aspect. From what I can tell the setting sticks.
You can see a small "lock" icon at the upper right to indicate that the aspect ratio for this picture is stuck. It may not apply to the next picture. It looks like I can have some pictures with a lock symbol and others without.
On the Mac, there is no corresponding lock mode. This may be because on an iPhone, touching can cause accidental changes, and accidents are less likely on a Mac. But, I'm guessing, of course.
Change can go either way, I'm afraid, but this one is just about the default setting, so it's not so bad. It looks like Photos tries to preserve what you did last time to this picture. I see that images I cropped to 16x9 automatically come up as 16x9. On my Mac I often crop older pictures at 16x10, which isn't a choice on the iPad. Those come up as Freeform. So it looks like it's trying to save me some trouble.
