Cropping pictures after upgrade to 26.2

I took a picture and when I tried to crop the top portion only, the entire perimeter of the picture was cropped. I want to keep it as a landscape view, but after the cropping, it's similar to a portrait view. Why is this happening? How do I fix it the way I want to? Thank you in advance.

If you just want to crop freely, then you should choose Freeform

After you've chosen the Crop tool, you can tap the "Aspect Ratio" icon at the top, and then you can choose to keep the same original aspect ratio, or Freeform, or 16x9, or whatever you need. On the left side you can select if you mean 16x9 or 9x16 for horizontal or vertical.
