How do I get rid of the ‘Finish Home Setup’ on my Apple TV 4K’s Setting page?

Do you have any other Apple device like a Mac? Once you’re signed into your Apple ID it will show up in the Home App on an Apple device and then you will assign it to a room in AirPlay & HomeKit settings on the Apple TV. The screen you are seeing is to sync your iCloud account via iPhone or iPad. You can set up manually. Make sure you’ve signed into your Apple ID in users & Accounts. If you don't have an Apple Account, you can create one

It should be visible in the Home App on the Mac, so long as you’re using the same Apple ID. On the Apple TV in Settings>AirPlay and Apple Home - that needs to be ON. After you do all this in Apple tv Settings> System try a Restart.
