iPhone 8 Plus forgotten passcode, iTunes recovery failed

I have an older iPhone 8Plus that I no longer use. I want to give it away, but forgot the passcode to open it up. The phone has already been wiped clean, but I cannot remember the last passcode. I have tried the recovery mode, but my iTunes does not recognize it when plugged in to my PC. Is it possible to bring it to an Apple Store to see if they can open it, or is it just a brick forever?
