• iPad backups are never listed as “full” or “incremental”.
• You have not told us if you are doing an iCloud backup or a backup to computer, though we can guess the latter and you are judging “full” vs. “incremental” based on backup file attributes.

• The difference between 12.5 GB and 12.62 GB is 120 MB, not 1.2.
• You are incorrectly implying that since the current backup is 120 MB larger than the first, nothing in the original 12.5 GB has changed and therefore does not to be repeated.
• Apple does not publicize its backup methods (“full” vs. “incremental”). Therefore, they may use whatever method they choose and change it at any time. What they do provide is a means of backing up to and restoring from iCloud. How they do that is their design decision.
